DescriptionAccording to VTsIOM data published on February 15–16, 2026, more than 50% of Russians have noticed a decrease in the number of fraudulent calls, and 92% of respondents view the labeling of incoming calls positively. The largest number of unwanted calls (67%) comes from banks and financial institutions. At the same time, Russians react differently to suspicious calls: 41% answer to find out who is calling and then hang up immediately; 18% block the number; 17% engage in conversation; 9% hang up; and 6% do not answer calls from unknown numbers at all. The dilemma is whether the current statistics represent a one-time success or a sustained trend. The Ministry of Digital Development, Communications, and Mass Media is preparing a second package of measures to combat cyberfraud, and new VTsIOM surveys may show either a consolidation of the positive trend or a slowdown in it. It will be particularly important to see how the situation changes after the “Big Four” telecom operators stop flagging calls from Sberbank, VTB, and Alfa-Bank due to the lack of agreements.
