100 BPCX
DescriptionThe Estonian government has approved a strict bill that completely prohibits Russian and Belarusian citizens without a residence permit from purchasing residential and commercial properties in the country. The restrictions are scheduled to take effect on January 1, 2027. However, for the Cabinet’s initiative to become law, the bill must undergo hearings in the Estonian Parliament (Riigikogu). Lawmakers will be on summer recess, and they will not begin substantive work on the bill until the fall session begins in September. The question is whether the Riigikogu will be able to pick up the pace and officially approve this bill in its first reading during September.
ConditionsYes: if, between September 1 and 30, 2026, the Estonian Parliament (Riigikogu) formally approves the bill submitted by the government in its first reading during a plenary session. No: if, between September 1 and 30, 2026, the Riigikogu does not pass this bill on its first reading (the review is delayed in committee, postponed until October, or rejected by members of Parliament).
